Will this OBD2 scanner function on vehicles that won’t start? No, OBD2 scanners require the vehicle to be able to start or at least crank. These devices communicate with the vehicle’s ECUs (Electronic Control Units), which necessitates the vehicle’s electrical system to be at least partially operational. If a vehicle cannot start or crank, the OBD2 scanner will be unable to establish a connection with the ECU, and therefore, cannot perform diagnostics.
